Indeed the effectiveness of aid, has been high on political agendas with a several agreements on how to make aid being more effective adopted by various governments both donors and recipients: that is the Accra Agenda for Action of 2008 and the Paris declaration of 2005 which provide commitments and principles for ensuring that ODA provided are effective and efficient in meeting their objectives (OECD Observer, 2007; OECD, 2008:1).
